Rules for Self-Citation


Article 1 (Terms and Definitions)

 

1. The definition of self-citation is "In order to increase the impact factor of the individual or the journal, the author is intentionally citing his/her own or co-worked research paper and citing a paper published in the same journal in the past.

2. Self-cites are citing one's own previous research results in addition to the current research results when continuing to research the same topic.

3. Citation Stacking refers to the publication of poor papers that intensively cite some of the papers in academic journals, intensively citing individual papers or the journal concerned.

4. The Immediacy Index is an index that indicates the frequency of citation through the average value cited in the year the paper was published.

 

Article 2 (Purpose)

 

Since the 19th century, advanced countries have used various papers and journal evaluation methods, but the most objective evaluation method is the citation index, which is actively used in the academic society. However, there are some unscrupulous researchers and academic journals that exploit this, and the need for regulation and transparent management is being raised. This rule is established for the purpose of regulating and preventing and managing abnormal Citation Index management behavior.

 

Article 3 (The background of Regulation)

 

1. Beyond academic journal evaluation, the citation index being used as an index for quantitative evaluation for other academic areas such as the Novel Prize. As a result, self-citation has increased excessively, and countermeasures are needed.

2. The pattern of submitting papers to journals with high citation indexes was overheated, resulting in an adverse effect that did not improve the quality of research.

3. In order to prevent mass production of low-quality content that distorts the citation index by excessively self-citing individual or papers in the relevant journal in order to increase the citation rate, this is reflected in the evaluation of SCI-level journals and used as the evaluation standard. 

 

Article 4 (Type of Self-Citation)

1. Author Self-Citation refers to the excessive citation of research papers that are not related to the paper in the process of publishing the paper.

2. Journal Self-Citation refers to a journal publisher who encourages author to use the specific journals and publishing these papers.

3. Editor Self-Citation refers to when the editor is requiring author to cite the editor's own paper when submitting the final paper in the publishing process.

4. Reviewer Self-Citation refers to an act in which a reviewer intentionally introduces and cites his or her thesis during the review process.



Article 5 (Publication Rejection)

1. When the self-citation levels exceed 15% on average.(Self-citation of the journal submitted), for co-authors as self-citation should be restricted for self-plagiarism, research integrity, and originality issues.

2. When it is clear that the citation of the thesis or the specific journal is not necessary for the development of the thesis

3. Even if there are not many self-citations, a one self-citation was found, through frequent inspection, unethical by the Ethics Committee, and it is reasonable to reject the publication even after the publication.



Article 6 (Broad interpretation of the editorial board)

1. Intentionally excessive citation of papers published in the same journal to which the author submits may be restricted. In this case, even if the words used in the title, keywords, abstract, and text are not the same as those of the author's paper, it is regarded as self-citation in a broad sense.

 

2. In this case, as soon as it is discovered during the review process, the editor-in-chief may disallow publication. However, exceptions are made when the title, keywords, abstract, and title are all included in the same subject and term.

3. Even if it is the same subject as in Paragraph 2 above, the citation rate should not exceed 15% of the total citations of the entire paper(Self-citation of the journal submitted), according to the standard of Article 3, Paragraph 1 of the Rules.



자기 인용 준칙(Rules for Self-Citation)
 

제1조 (용어의 정의)

1. 자기 피인용(이하 자기 인용이라 칭함) 은 자체 인용이라고도 한다. 자기인용(Self-citation)의 정의는"개인 자신이나 해당 학술지의 피 인용지수(Impact Factor)를 높이기 위하여, 자신의 단독 또는 공동 연구로 출판한 과거의 논문을 참고해 인용하는 경우와 동일 학술지의 출판된 과거의 논문을 인용하는 학술지인 경우를 포함"하여 자기 인용이라 한다. 

2. 셀프 사이트(Self-cites)는  동일한 주제를 계속 연구할 때, 현재 연구 결과에 자기 자신의 이전 연구 결과를 인용하는 것이다.

3. 대량 인용(Citation Stacking)이란 학술지 중 일부 논문을 집중적으로 개인의 논문이나 해당학술지를 집중적으로 많이 인용한 부실 논문을 출판하는 것이다.

4. 즉시인용지수(Immediacy Index)는 논문이 출판된 해당 연도에 인용된 평균값을 통해 인용빈도를 나타내는 지수이다.


제2조 (준칙 제정 목적)

19세기이후 선진국에서는 다양한 논문과 학술지 평가 방법을 활용해 봤지만, 가장 객관적인 평가 방법이 피인용지수라는 것이 대세로 자리 잡아서, 학계 등 적극 활용하고 있다. 그러나 이러한 높은 활용도를 악용하는 일부 비정상적인 연구자와 학술지들이 나타나면서. 이에 대한 규제와 투명한 관리의 필요성이 제기되고 있기때문에, 비정상적인 관리행태를 규제하고 예방 관리하기 위한 목적에서 이 준칙을 제정한다.


제3조 (자기인용 규제 배경)

1. 학술지평가를 넘어서서 노벨상 등 피 인용지수가 정량적 평가의 지수로 활용되는 등 피 인용지수(영향력 지수)가 객관적인 평가 기준으로 자리 잡으면서 자기 인용에 대한 양적 증가가 과열되었고, 이에 대한 대응책이 필요한 상황으로 변했다. 

2. 피인용지수가 높은 학술지에 논문을 투고하려는 양상이 과열되고, 이런 수치화가 연구의 질적 향상을 이루지는 못하는 역효과가 발생하였다.

3. 이로 인하여 피 인용율을 높이고자 개인이나 해당 학술지의 논문을 과도하게 자기 인용을 하여서 피 인용지수를 왜곡되게 하는 저품질 콘텐츠를 양산하는 것을 방지하기 위하여 이에  대한 SCI급 학술지 평가에 반영하여 평가 기준으로 삼고 있다.

 

제4조 (자기인용의 종류)

1. 연구자의 자기인(Author Self-Citation)은 논문을 출판하는 과정에서 해당논문과 관련이 없는 연구논문을 과다하게 인용하는것을 말한다

2. 학술지의 자기인용(Journal Self-Citation)은 학술지가 비정상적으로 해당학술지를 인용하도록 권장하고, 이러한 논문을 출판하는것을 말한다.

3. 편집자의 자기인용(Editor Self-Citation)은 편집자가 출판과정에서 최종논문 제출시 편집자 자신의 논문을 인용하도록 하는 것을 말한다.

4. 심사자의 자기 인용(Reviewer Self-Citation)은 심사자가 심사과정에서 수정해야하는 내용을 의도적으로 자신의 논문을 소개하여 인용하도록 하는 행위를 말한다.


제5조 (게재불가 처리 기준)

1. 자기 표절, 연구 청렴, 독창성 문제에 대하여 같은 자기 인용을 제한해야 하여 자기 인용 수준이 평균적으로 15%를 초과하는 경우(투고된 논문의 연구자 및 학술지 자기인용, 예: JDS투고시 JDS인용).

2. 부득이한 논문 전개상 필요하지 아니한 자기 논문이나 해당 학술지의 인용이 명백하게 밝혀진 경우

3. 자기인용이 많지 않더더라도 수시검사를 통하여 자기인용이 1개라도 윤리위원회 소집을 통하여 심의를 거친후 판정받은논문으로 사후라도 게재불가처리가 타당한 경우


제6조 (편집위원회의 광의의 해석)

1. 저자가 투고하는 동일 학술지에 동일학술지에서 출판된 논문을 의도적으로  과도하게 인용하는것은 제한 할 수 있다. 이 경우 제목, 키워드, 초록, 본문에 사용한 단어가 투고자의 연구논문과 동일하지 아니하면, 광의의 자기인용으로 간주한다.

2. 이 경우 심사과정에서 발견되는 즉시, 편집위원장은 게재불가 처리할 수 있다. 단, 동일한 주제와 용어로 제목, 키워드, 초록, 제목에 모두 포함된 경우는 예외로 한다.

3. 상기 2항과 같이 동일한 주제라 하더라도, 피인용율이 동 준칙 제3조 1항 기준에 따라, 전체 논문 인용의 총 15%를 초과해서는 아니된다. 참고로 Clarivate에서의 Web of Science의 자기 인용 범위는 0%에서 15%이므로, 세계적인 추세에 맞춰 이에 준하여 진행해야 하며, 이유 불문하고, 자기인용율이 15%를 초과하면 아니 된다(투고된 논문의 연구자와 학술지의 자기인용, 예: JDS투고시 JDS인용).
