Rules for Preventing Questionable and Poor Academic Activities

Article 1 (Purpose)

The purpose of this rule is, as part of efforts to establish a sound academic ecosystem, to preemptively establish the preventive guideline to prevent poor and questionable academic activities when publishing an academic journal and conferences that are managed directly or indirectly by the academic society (hereinafter referred to as KODISA) in order to become a trustworthy organization or journal publisher.

 

Article 2 (Scope of Application)

The rule applies to all academic journals and academic conferences managed directly or indirectly by KODISA.

 

Article 3 (Terms and Definitions)

1. Questionable academic activities refer to an activity that occur in the process of receiving, reviewing, and publishing a thesis that cannot be agreed as a normal activity from a third party’s point of view as it is outside of ordinary practices.

2. Predatory journals and conferences mean exaggerated, unscrupulous marketing activities for the purpose of monetary profit in publishing academic journals or hosting academic conferences, and there is an absence of peer review for publication or presentation, which violates publication ethics

3. Naïve contributors mean those who lack sufficient experience or awareness and, thus, lack awareness of predatory journals and academic conferences

4. Cognizant contributors is the one who recognizes that a journal and/or academic conference is predatory but pretends to be ignorant of the matter for the purpose of personal interest, such as job promotion, employment, or re-appointment

5. Pseudo-scientist is the one who misuses and publishes claims or results that have not been proven as if it is one’s own theory due to incorrect ideas about research and scholarship

6. Hijacked Journals is a journal that confuses others by using the its name similar to that of a well-known journal

7. Mass publishing academic journal is a journal that is listed in KCI, SCI, or SCOPUS and publishes articles in large quantities every time a journal is published.

 

Article 4 (Guidelines for Preventing Inadequate Activities)

1. The professionalism of the Editor-in-Chief is important. Therefore, in principle, the editor-in-chief of two or more academic journals is not in charge, and in particular, the editor-in-chief of multiple academic journals with different majors is absolutely impossible. For example, a major in the current field should not concurrently serve as the editor-in-chief of the information technology field.

2. It is necessary to clarify the index of academic journals. For example, it should not be written if it is not SSCI or SCOPUS, or KCI academic journal. If it is eliminated, it must be removed quickly.

3. Rapid screening and publication should not be guaranteed. At least 45 days must be observed, and in the case of unavoidable urgent processing, only about 10% of all papers are recognized.

4. Easy peer review and procedures should not be guaranteed. For example, if three people are the standard, more than three people are required to be examined, but for convenience, one or two people should not be omitted. In addition, for the convenience of examination, peer examinations belonging to the same organization should be excluded.

5. Academic journals dealing with various academic fields should emphasize convergence and be divided into detailed major fields. Also, various topics should not be held in one conference room. It should be in the same field as a major.

6. When holding an academic conference, it is necessary to refrain from holding a vacation spot. In the case of hosting a resort, it is usually an academic activity for vacation.

7. You should not receive a registration fee on the condition that you post it on famous overseas sites during academic conferences. In particular, no act of notifying these facts and guaranteeing publication should be done.

8. It should be operated in the same way as the academic conference program. If a non-face-to-face academic conference is held for various reasons (for example, COVID-19, etc.), all presenters must attend and operate according to the program. If you are not confident, you should cancel the competition in advance to prevent damage to the KODISA image.

9. If there are many journals, it can be recognized as a predatory journal for self-interest, so the number of journals should not be increased rapidly with great care.

10. The online posting system should carefully decide whether to post or post an examination. If there is any part that has not been implemented by the online posting system, all data must be kept on paper, including the results of the examination of three people. In particular, it is necessary to thoroughly prepare for cases in which explanatory data are requested by the Korea Research Foundation, Elsvier, and Clarivate (formerly Thompson Reuters) for areas that have not been progressed through the online posting system.

11. Beware of shameless marketing. When posting a thesis or announcing an academic conference, you should pay attention to grammar, spelling, and exaggerated language, and if you are not a member, you must have "not receive messages" skills.

12. The indications of the influence index must be accurate. For example, when introducing KCI or Google Scholar Cities as an impact factor for Clarify Analytics, care should be taken not to introduce them incorrectly.

13. Solicitation using personal friendship is one of the biggest causes of poor academic activities. So do me a favor if suspicious behavior occurs, it is a shortcut to becoming an insolvent academic journal, so it must be cut off. The editor-in-chief should always work with a sense of publishing ethics and a sense of mission.

 

Article 5 (Effective Date)

This rule shall be enacted and implemented at the same time as the sub-standard of research ethics regulations.



부실학술활동 예방 준칙

 

1(목적) 건전한 학술생태계를 세우기 위한 노력의 일환으로 학회(이하 KODISA라 칭함)의 직영 및 분과 학술지, 그리고 학술대회에서 논문으로 발표 시 관련 학계가 신뢰할 수 있는 건전한 학술지(또는 학술대회)가 되기 위한 부실학술활동 예방 활동을 위한 예방 가이드가 필요하여 선제적으로 부실학술활동 예방준칙을 제정하고자 함이다.

 

2(적용범위) 다음과 같이 KODISA의 직영 및 분과 학술지와 학술대회를 포함한다.

 

3(부실학술활동 용어 정의)

1. 부실학술활동이라 함은 제3자 입장에서 볼 때, 통상적인 범위를 벗어나게 수긍할 수 없는 논문의 접수, 심사, 게재과정에서 발생한 제반의 활동을 하는 경우를 말한다.

2. 약탈적(predatory) 학술지와 학술대회라 함은 학술지를 발행하거나 학술대회를 행함에 있어서, 금전적 수익(사리사욕)을 목적으로 과장된 파렴치한 마케팅활동과 정상적인 게재나 발표를 위한 동료평가(Peer Review)가 이루어지지 않고 비정상적으로 이루어지는 출판윤리를 어기는 학술지와 학술대회를 말한다.

3. 순진한 기여자(Naïve contributors)라 함은 풍부한 경험이나 인식이 부족하여 약탈적 학술지와 학술대회에 대한 인식이 부족한 경우를 말한다.

4. 인식하는 기여자(Cognizant contributors)라 함은 약탈적 학술지나 학술대회임은 인지하면서 승진, 고용, 재임용을 위해 신뢰성이 부족한 사실을 모르는 척하고 게재하고 참가하는 경우를 말한다.

5. 가짜과학자(Pseudo-scientist)라 함은 연구와 학문에 대한 올바르지 않은 생각으로 입증되지 않은 주장이나 결과 등을 자신의 훌륭한 이론인양 발표하여 악용하는 경우를 말한다.

6. 위조학술지(Hijacked Journals)라 함은 유명학술지와 유사한 학술지 이름을 사용하여 저자에게 혼동을 주는 학술지를 말한다.

7. 대량 발행학술지라 함은 KCI, SSCISCOPUS 등에 등재되어 있으면서, 학술지 한 호를 발행할 때마다 대량으로 발행하는 학술지를 말한다.

 

4(부실활동 예방 지침)

1. 편집위원장의 전문성이 중요하다. 따라서 2개이상의 학술지 편집위원장은 원칙적으로 맡지 아니하고, 특히, 전공분야가 다른 복수의 학술지 편집장은 절대 불가하다. 예로 경상분야 전공자가 정보기술분야의 편집위원장을 겸직하는 것은 안된다.

2. 학술지 색인부분의 명확화를 해야 한다. 예를 들어서 SSCISCOPUS, 그리고 KCI학술지가 아닌 경우 표기하면 안된다. 만일 탈락된 경우라면 신속히 제거해야 한다.

3. 신속한 심사와 게재를 보장하면 안된다. 최소한 45일이상을 준수해야 하며, 부득이 급행처리하는 경우는 전체논문의 10%내외만 인정한다.

4. 쉬운 동료심사와 절차를 보장하면 안된다. 예로 3명이 기준인 경우 3명이상의 심사는 필요하지만 편의상 1-2명이나 심사를 생략하면 절대적으로 안된다. 또한 심사의 편의성을 위하여 같은 소속의 동료심사는 배제해야 한다.

5. 다양한 학문분야를 다루는 학술지는 융합함을 강조하고 세분화된 전공분야로 구분해야한다. 또한 . 다양한 주제를 한 회의실에서 진행하면 안된다. 전공분야로 일치해야 한다.

6. 학술대회를 개최할 경우 휴양지 개최를 지양해야한다. 휴양지개최하는 경우 대개는 휴가를 위한 학술활동인 경우가 많다.

7. 학술대회를 하면서 해외 유명사이트에 게재해주는 조건으로 등록비를 받아서는 안된다. 특히 이러한 사실을 공지하고 게재를 보장하는 행위는 해서는 아니된다.

8. 학술대회 프로그램과 동일하게 운영해야한다. 여러 가지 이유(예로 코로나 19 )로 비대면 학술대회를 한다면, 발표자가 모두 참석하여 프로그램대로 운영되어야 한다. 그럴 자신이 없으면 KODISA 이미지훼손을 방지하기 위하여 사전에 대회를 취소해야한다.

9. 학술지가 게재편수가 많은 경우, 사리사욕을 위한 약탈적 학술지(Predatory Journals)로 인정될 수 있으므로 매우 철저히 조심하여 출판편수를 급속하게 늘려서는 아니 된다.

10. 온라인투고시스템에 의하여 투고, 심사 게재여부 등 신중히 결정하여 진행해야한다. 만일 온라인투고시스템으로 미진행된 부분이 있는 경우는 3명의 심사결과를 비롯하여 서류상으로 모든 자료를 비치해야 한다. 특히, 온라인 투고시스템으로 미진행한 부분에 대하여는 한국연구재단이나 엘스비어, 클래리베이트사(구 톰슨로이터)에서 소명자료를 요구한 경우를 절저히 대비해야 한다.

11. 파렴치한 마케팅에 주의해야 한다. 논문투고나 학술대회 공지할 때, 문법, 철자법, 과장된 언어 등에 신경써야하며, 회원이 아닌 경우 필히 메세지 받기 않기기술을 필히 해야한다.

12. 영향력지수 표기는 정확해야한다. 예로 KCI or Google Scholar CitationsClarivate Analytics impact factor로 학술지 소개할 때 잘못 소개하지 않도록 주의 해야한다.

13. 개인적인 친분을 이용한 청탁은 부실학술활동의 가장 큰 원인중에 하나이다. 따라서 청탁을 들어줘서도 아니되고 그런한 의심가는 행위가 발생한다면 부실학술지가 되는 지름길이므로 절대 단절해야 한다. 편집위원장은 항상 출판윤리 의식을 갖고 사명감을 갖고 임해야 한다.

 

5(시행일) 본 준칙은 연구윤리규정의 하위 준칙으로 제정과 동시에 시행한다.
